What is the UK’s role in the Council of Europe?
Set up shortly after the end of the Second World War, the CoE’s core mission is to promote human rights, democracy and the rule of law across the continent. The Permanent Representation of the United Kingdom to the CoE is an active member of the organisation.

How are members of the European Council chosen?
Composition. The European Council is made up of the heads of state or government of all EU countries, the European Council President, and the European Commission President. It is convened and chaired by its President, who is elected by the European Council itself for a once-renewable two-and-a-half-year term.
